Sepia at full strength is a costume. At twenty percent it is just a warm cast, and that is the setting people actually want more often.
The brightness relationships stay intact underneath the tone, so the image does not go flat the way a colour overlay makes it.

The short version
Sepia is a real photographic process before it was a filter: toning a silver print to make it last longer, which is why surviving nineteenth century photographs are brown. That history is why it signals age so reliably, and also why it looks like a costume at full strength. Most of its modern usefulness lives in the first quarter of the slider.
